Safety & Compliance — Our Certifications and Regulatory Standing

Our Commitment to Safety, Compliance, and Your Peace of Mind

In the remote and breathtakingly wild environment of Komodo National Park, safety and regulatory compliance are the bedrock of a successful and worry-free journey. At Daftar SIORA, we operate with an unwavering commitment to exceeding all Indonesian and international safety standards. Our robust framework of certifications, protocols, and partnerships is designed to provide our clients with the highest level of security and peace of mind, allowing them to fully immerse themselves in the adventure.

This page details our corporate, operational, and emergency preparedness standards. We believe in full transparency, so you can be confident that your SIORA registration and your entire trip are managed by a professional, responsible, and fully compliant organization.

Corporate & Regulatory Compliance

We operate with full legal standing within Indonesia, ensuring we are a responsible and accountable corporate citizen.

  • Legal Entity: Daftar SIORA is a service brand operated by a legally registered Indonesian limited liability company (Perseroan Terbatas – PT) under the Juara Holding Group.
  • Tourism Business License (TDUP): We hold a valid Tanda Daftar Usaha Pariwisata (Tourism Business Registration Certificate), issued by the relevant government authority, authorizing us to conduct tour and travel services.
  • Taxpayer Identification Number (NPWP): We are a registered taxpayer in Indonesia and are fully compliant with all national and regional tax regulations. Our NPWP (Nomor Pokok Wajib Pajak) is on file with the Directorate General of Taxes.
  • Employee Social Security (BPJS): All our employees and contracted full-time crew members are registered and covered by BPJS Ketenagakerjaan (social security and work accident insurance) and BPJS Kesehatan (national health insurance), as mandated by Indonesian law.

Marine & Operational Safety Standards

The safety of our clients at sea is our single most important priority. We enforce strict safety standards on all our partner vessels.

  • Vessel Seaworthiness Certification: Every vessel in our network must possess a current Surat Kelaiklautan Kapal (Certificate of Seaworthiness) issued by the Indonesian Directorate General of Sea Transportation (DJPL). This certificate is only granted after a rigorous inspection of the vessel’s hull, machinery, and safety systems.
  • Comprehensive Onboard Safety Equipment: We verify that all partner vessels are equipped with and maintain:
    • SOLAS-compliant life rafts with sufficient capacity.
    • Life jackets for all passengers and crew.
    • Emergency Position Indicating Radio Beacon (EPIRB).
    • VHF Radio and a satellite phone for communication in remote areas.
    • Modern navigation systems (GPS, Radar, Depth Sounder).
    • Firefighting equipment (extinguishers, fire pumps).
    • Comprehensive first-aid kits and emergency oxygen.
  • Certified and Experienced Crew: All captains hold the necessary maritime licenses (e.g., ANKAPIN) for the vessel’s size and route. Key crew members are required to have completed Basic Safety Training (BST). We prioritize crews with extensive, multi-year experience navigating Komodo’s challenging currents.
  • GPS Tracking: For enhanced security and operational oversight, all our primary partner vessels are equipped with real-time GPS tracking.

Emergency Preparedness & Response Protocols

While we work diligently to prevent incidents, we are fully prepared to respond effectively in the unlikely event of an emergency.

  • 24/7 Emergency Support: Our clients have access to a 24/7 emergency contact number connecting them directly to our senior operations team.
  • Medical Emergency Plan: We have a standing protocol for medical emergencies. This includes immediate communication with our partner medical facility, Siloam Hospitals Labuan Bajo, for expert advice and coordination.
  • Medical Evacuation (Medevac) Procedure: For serious medical situations requiring a higher level of care, we have an established procedure for coordinating with medical evacuation services to arrange for a transfer to specialized hospitals in Bali or beyond. We strongly advise all clients to carry comprehensive travel insurance that includes medical evacuation.
  • Weather Monitoring: Our operations team constantly monitors weather and sea condition forecasts from the Indonesian Meteorology, Climatology, and Geophysics Agency (BMKG) to make informed decisions about itineraries, ensuring we avoid unsafe conditions.

Our rigorous adherence to these safety and compliance standards is our promise to you. It is the invisible framework that supports every incredible moment of your Komodo journey.

Operational excellence: setting the standard for marine safety

Picture the sun-drenched deck of a luxurious phinisi, gliding through the cerulean waters of Komodo, every detail meticulously orchestrated for your comfort and, crucially, your absolute safety. At Daftar SIORA, our commitment to operational excellence begins with our fleet. Each vessel, from our intimate luxury yachts to our spacious expedition phinisis, adheres to a rigorous maintenance schedule that far surpasses standard requirements. Our dedicated marine engineering team conducts comprehensive inspections not just annually, but quarterly, ensuring every navigational system, engine component, and safety feature is in pristine condition. We invest in state-of-the-art navigation technology, including redundant GPS systems, radar, and echo sounders, providing our captains with unparalleled situational awareness even in the most remote passages of the archipelago.

The heart of our safe operations lies with our highly trained and certified crew. Every Daftar SIORA crew member, from our seasoned captains to our attentive dive masters and hospitality staff, undergoes extensive training aligned with international maritime standards, including the STCW (Standards of Training, Certification and Watchkeeping for Seafarers) code. This encompasses advanced first aid, fire fighting, personal survival techniques, and social responsibility. Beyond initial certification, our team participates in over 100 hours of specialized safety drills and refresher courses annually, simulating various emergency scenarios from man-overboard situations to technical malfunctions. This continuous professional development ensures a proactive and highly capable response to any unforeseen circumstance, providing an invisible layer of assurance throughout your journey.

Onboard safety equipment is another non-negotiable aspect of our operational framework. Our vessels are equipped with comprehensive emergency kits, including multiple life rafts, life jackets for every passenger and crew member (with additional child sizes), and EPIRB (Emergency Position Indicating Radio Beacon) and SART (Search and Rescue Transponder) devices for immediate location by rescue authorities. Communication is paramount in the wild expanse of Komodo National Park; therefore, each vessel maintains redundant communication systems, including satellite phones, VHF radios, and high-frequency transceivers. These systems ensure a constant link with our 24/7 shore-based operations center in Labuan Bajo, allowing for real-time monitoring and immediate support, regardless of how far you venture into the extraordinary Indonesian seascape.

Comprehensive emergency preparedness and medical readiness

While we meticulously plan for every eventuality, true peace of mind comes from knowing that robust emergency protocols are in place should they ever be needed. Daftar SIORA’s emergency preparedness plan is a multi-layered system designed for swift, coordinated action. Our shore-based command center acts as the central hub, continuously tracking all vessels and maintaining direct communication channels with local search and rescue (SAR) teams, maritime police, and medical facilities. Detailed incident response plans cover a spectrum of scenarios, from minor medical issues to more complex maritime emergencies, with clear roles and responsibilities assigned to both onboard crew and shore support staff. Regular inter-agency drills ensure seamless coordination with external emergency services, guaranteeing the most efficient response possible.

Medical readiness is a cornerstone of our safety promise. Each Daftar SIORA vessel carries a comprehensive medical kit, far exceeding basic first-aid requirements, capable of addressing a wide range of medical needs and certified to sustain care for up to 72 hours. Our senior crew members, including captains and lead dive instructors, are certified in advanced wilderness first aid and emergency oxygen administration, with specific training relevant to remote marine environments. For more serious incidents, we have established direct partnerships with reputable medical clinics and hospitals in Labuan Bajo, the closest major hub. Our fast tender boats are on standby to facilitate rapid medical transfers, ensuring that, in an emergency, access to advanced medical care can be achieved within approximately two hours from most locations within the park to Labuan Bajo’s facilities. Beyond immediate response, our protocols include comprehensive evacuation plans tailored to the unique geography of Komodo National Park. These plans integrate land, sea, and air assets, coordinated with local authorities to ensure the safest and most efficient evacuation route. We maintain updated contact lists for all relevant government agencies, including the National Park Authority, ensuring that all actions are compliant with local regulations and environmental considerations. Our commitment extends to robust insurance coverage, providing an additional layer of financial security and support for our guests in the unlikely event of an incident. This holistic approach to safety and emergency management allows you to fully immerse yourself in the unparalleled beauty of this UNESCO World Heritage Site, confident in the knowledge that your well-being is our paramount concern.
